Do we need police permission for crackers in the procession?
It normally needs intimation to the local police, and the rules differ by district. Settle that before you place the order.
How far ahead should a committee book?
Three to four weeks. The quantities are large and parcels inside Tamil Nadu take 1 to 3 days, so leave room.
